Adds support for specifying US state sales tax elections while creating tax registrations

Adds the state_sales_tax field to the Tax.Registration#create.country_options.us and Tax.Registration.country_options.us objects.
Impact
You can now specify US state sales tax elections using the API when creating tax registrations. This aligns with the behavior in the Dashboard and provides more flexibility in managing tax registrations for states such as Texas ( TX), Alabama ( AL), and Pennsylvania ( PA).

Upgrade
- View your current API version in Workbench.
- If you use an SDK, upgrade to the corresponding SDK version for this API version.
- If you don’t use an SDK, update your API requests to include Stripe-Version: 2024-09-30. acacia
- Upgrade the API version used for webhook endpoints .
- Test your integration against the new version.
- If you use Connect, test your Connect integration .
- In Workbench, perform the upgrade . You can roll back the version for 72 hours.
