Adds third-party tax providers for automatic tax calculation

Adds the automatic_tax.provider property to identify the tax calculation provider that Stripe used for a given Checkout Session, Invoice or Quote.
Impact
You can now use third-party tax providers to natively calculate tax across all automatic tax integrations. Install the required third-party tax application, then enable it in your automatic tax settings. Learn more about third-party tax applications.

Upgrade
- View your current API version in Workbench.
- If you use an SDK, upgrade to the corresponding SDK version for this API version.
- If you don’t use an SDK, update your API requests to include Stripe-Version: 2025-10-29. clover
- Upgrade the API version used for webhook endpoints .
- Test your integration against the new version.
- If you use Connect, test your Connect integration .
- In Workbench, perform the upgrade . You can roll back the version for 72 hours.
